Former Secretary of State Willard Hall constructed the School Law of 1829, which created school districts throughout the state and gave each district the right to raise funds in addition to the money given to them by the General Assembly. The establishment of a public school system was the most pressing issue of Hall’s day, and history credits him as the father of Delaware’s public schools.
